[Balloon] Setting the MSC2 memory configuration register

Can someone tell me what I need to do to set MSC2 to a new value? 

When I do it, I get a "memory segmentation" fault. Makes me think that I'm 
changing something the kernel should do, in my application, but I want to 
test it in my application?  

Is there a switch somewhere that need to be turned on at boot time?
